This e-learning course introduces the student to the PROPPER Phases of Safe Digging and some of the key legislation and steps necessary to safely perform a ground disturbance (excavation).

Course Outline

1. An Introduction To Ground Disturbance

Lesson 1 introduces key terms related to ground disturbance, industry standards, and roles and responsibilities of people directly involved in ground disturbance.

2. Damage Prevention

The second lesson tackles damage prevention and its importance during ground disturbance activities. The module highlights organizations involved in damage prevention, training’s role in successful damage prevention, and some of the consequences when damages occur.

3. Damage Prevention Stakeholders

Lesson 3 outlines damage prevention stakeholders, their roles and responsibilities, and how they work together to promote a damage-free environment.

4. Pre-Disturbance Planning

This lesson covers key elements of a ground disturbance code of practice, typical hazards of a ground disturbance project and how to assess those hazards, and the value of the DIRT report. It finishes by reviewing approval requirements and organizations involved in issuing approvals.

5. Pre-Disturbance Preparation

Lesson 5 describes pre-disturbance searches, locates of the target area, and requirements for notifying stakeholders. This includes the role of one-call centres. This lesson also emphasizes the importance of maintaining accurate documentation of pre-disturbance preparation activities.

6. Disturbance Execution

The sixth lesson identifies key disturbance execution responsibilities and highlights the importance of effective communication including pre-job and tailgate meetings. It also reviews regulatory requirements around hand-expose zones and mechanical excavation.

7. Disturbance Closeout

This lesson describes backfilling requirements and notification responsibilities, and emphasizes the importance of maintaining appropriate documentation related to ground disturbance.
